In the difficult economic conditions in Russia, caused, as all countries, by consequences of coronavirus pandemic, search for additional government revenues is becoming especially relevant. All possibilities cutting budget expenditures are being considered, including optimization number civil servants. The deputies State Duma Russia over past month have been actively discussing effectiveness functioning state extra-budgetary funds and expressing ideas about abolition Pension Fund others, with simultaneous return functions back to federal budget. It important reasonably assess financial mechanism each fund Federal Territorial Compulsory Medical Insurance Funds.
